Phil is a CIPFA qualified accountant with over 25 years’ experience advising on local government consulting and transformation, economic development and major regeneration transactions.  He leads Grant Thornton’s Public Services Consulting team.

Phil trained with KPMG qualifying in 1997, after two years at Capita Consulting he joined Grant Thornton as a manager in 2002, and was appointed as a partner in 2007.  In 2014 he launched Grant Thornton’s Place Analytics service, and the team now operate a growing portfolio of analytics platforms and services that underpin the firm’s public service consulting proposition and are accessed by over 1,000 public service professionals.

Phil is currently engagement partner to a range of councils and central government including council’s applying the Grant Thornton Financial Foresight methodology to their MTFP development and refinement.
