Carolyn was Chief Executive at Oldham Council and also Accountable Officer at NHS Oldham CCG where she oversaw a significant programme of health and care integration within wider reform of public services.

She undertook a number of lead roles for Greater Manchester including Leadership and Workforce Development Framework and Population Health.

She has significant public sector experience and from July 2020 to June 2021 held an executive leadership role in NHS Test & Trace as Director for Contain. In this role she led the team supporting local government and local systems with their Covid response and worked across government to champion a joined up approach, liaising on a regular basis with local authorities across the country and organisations including the LGA, ADPH, and Solace.

Carolyn is a Trustee of the Kings Fund and a member of the NHS Assembly. She was awarded an OBE in June 2016 for her services to local government.
